No, I'm saying most officials wouldn't call that a horse collar and if any of them would it would have been Ritter or his crew.Ritter is the head ref, not the review official unless I'm terribly mistaken. The way it was explained to me is a defender in pursuit and he grabs the back of the jersey/collar and pulls him down from behind.
