In any NCAA investigation, there comes the moment when the enforcement staff must decide what all of the gathered information actually says.

Does the NCAA have enough to pull the trigger and allege violations? And if so, what are the charges and who are the targets?

Oregon and North Carolina, mired in different phases of investigations, have encountered those questions lately. One day, Auburn could face such a moment, too.

It's not cut-and-dried. In that light, the NCAA is formalizing an internal peer-review board that would ensure more eyes examine every case when considering charges, NCAA Vice President of Enforcement Julie Roe Lach said Wednesday.
