"Keeping kids in state" did they forgot about a few top recruits that have left the state for other schools... Maybe he did such a great job prevent others from leaving?

Recruiting coordinator/running backs coach Frank Wilson is up for a $225,000 raise to $550,000 a year. That will go up to $600,000 a year in 2013 and $650,000 a year in 2014, according to the proposal.
"Look at Frank Wilson," Jacobs said. "He's got to be the best recruiter we've ever had at keeping kids in state."
Wilson has consistently had top 10 recruiting classes since coming to LSU in 2009, including a No. 6 class in 2011. Other schools have been recruiting him as well.
"This adjustment is also necessary to adequately compensate Coach Wilson for the value of his services in the college football market," the agenda says.
