What strikes me here is this. How many charges are "increased" because the crime/infraction happens in a school zone? Very minor things like traffic violations in intensified. Larger transactions, like the manufacturing of meth, carries a HEAVY sentence if it's within a school zone. That leads me to believe they believe there is a area of protection kids need.
