It's just tight in that area, not many options.  I remember when they did a radical move and relocated the westbound lane of I-40 to ascend on the north approach of Monteagle.  Took years, but it was a brilliant engineering move, even left room for the eastbound to have a really nice bailout for brake failures.  I've fantasized what a semi on runaway would look like on that runway.
