Well they can starve then!  That's their motivation to get back to work or find something they can do to earn money.  Lord have mercy.  It's not the fact that they are running into harms way, it's the fact they'd rather sit on their ass and collect that government money than go out an earn.  Once again deincentivizing (is this a word?) them.  I go out and earn, not being scared away to provide for my family.  How many people in this world go to work every single day knowing they're going to a potentially dangerous job?  Millions.  This should be no different.
