It's really not. If this is how we were going to do it, personally I think they should have just left everything open and limit every store/business to no more than 10 customers in at a time, no matter how big. That would cut down on people going out just from the sheer annoyance of it all and it at least lets some of these small retail shops that are getting killed stay open.
