US doesn't really work that way though.  Feds aren't the supreme power unless the states allow it.  Blue states would refuse just because it was Trump trying to do it.  Many red states would refuse on power grounds.  What would the Feds do, send in the troops?  Pretty sure Congress could pass something and the states would go along with it, but Trump ordering it wouldn't work right now.  Easiest way would be for Congress to use the old carrot method.  Citizens in states that shut down for 4 weeks get the direct payments and the states get money for their medical systems and police during this time.  Those that don't shut down get nothing.  Works every time.
